For English-speaking users: the character is from a "38 Parrots" - series of children's cartoons (USSR, 1976-1991) about animated puppets (the talkative Мартышка /= Marmoset/, the shy young Elephant /=Слонёнок/, the eccentric Parrot /=Попугай/ and the thoughtful Boa /=Удав). The title of the series comes from the very first episode, where Udav has his length measured in parrots. In most episodes the heroes solve paradoxes related to language and meaning.
